Electricity bills for customers on the regulated market in Portugal will increase by an average of 2.1% from 1 January 2025, as announced by the Energy Services Regulatory Authority (ERSE) in mid-December.

"In the regulated market of mainland Portugal, the transitional tariffs for final customers in Low Voltage Normal (LVN) show, on average, a variation of 2.1%, both annually and monthly," stated the energy regulator in a press release.

On 15 October, ERSE had proposed a 2.1% increase in electricity prices for households on the regulated market. The proposal was subject to a review by the Tariff Council.

According to ERSE, this monthly variation in the regulated market will result in an increase of between €0.64 and €1.60 on the monthly bill, excluding taxes and fees.

When accounting for both effects, the total monthly bill will see a reduction of between €0.85 and €0.91 next year. This decrease is due to legislative changes "increasing the amount of energy consumption subject to the reduced VAT rate" (Value Added Tax).

From this month, for a household with a 3.45 kilovolt-ampere (kVA) power supply and an annual consumption of 1,900 kilowatt-hours (kWh), the total bill will be €31.44 (excluding taxes and fees), an increase of €0.64, or €36.64 (including taxes and fees), a decrease of €0.85.

For a family of four, with a 6.9 kVA power supply and an annual consumption of 5,000 kWh, the bill will be €78.76 (excluding taxes and fees), an increase of €1.60, or €94.75 (including taxes and fees), a reduction of €0.91.

By the end of September 2024, 870,000 customers were on the regulated market in Portugal.

The final price of electricity on both the regulated and liberalised markets (where prices vary between suppliers and depend on the contracted offer) includes the value of the network access tariffs, which are regulated by ERSE.

Between December 2024 and January 2025, the network access tariffs will vary as follows: -3.9% for very high voltage, -7.3% for high voltage, -9.1% for medium voltage, -7.7% for special low voltage, and -3.6% for normal low voltage.

Next year, consumers with a social tariff will receive a 33.8% discount.
