The government has approved a decree amending the legal framework governing the simplified cadastral information system and the Single Building Service Desk (BUPi). The free georeferencing of properties (RGG) scheme has been extended once more until the end of September this year, after which each registration will cost between €10 and €15. RGG will also become mandatory in property deeds.
Decree-Law No. 87/2026, dated 15 April, clarifies the rules currently in force, introduces additional measures and strengthens procedures for identifying and regularising rural and mixed-use properties.
“Among the main changes is the extension of the mandatory use of Georeferenced Graphic Representation (RGG) in documents formalising transactions that involve the transfer of property rights. The decree also introduces a special procedure for the annexation of rural properties and extends the free provision of these acts until 30 September 2026,” the statement explains.
The decree further establishes that, until 30 September, acts relating to rural or mixed-use properties of up to 50 hectares will remain exempt from fees. From 1 October onwards, a charge of €15 will apply for each RGG (Registration of Land and Buildings) up to the ninth registration, and €10 per RGG from the tenth registration onwards.
Furthermore, under this legislative amendment, the RGG (Georeferenced Graphic Representation) must now be presented in documents formalising acts or transactions involving the transfer of property rights. The aim is to ensure that, at the time of transfer, the property’s area, boundaries and exact location are identified with greater accuracy and clarity.
A special procedure for the annexation of rural properties has also been introduced, allowing citizens to apply for an annexation registration at the BUPi Service Desk.
The law further defines the deadlines for public consultation, which had previously lacked clarity. It also establishes the requirement to update the recorded area of buildings in line with the Real Estate Registry Code, ensuring alignment between the original cadastral data and the land registry. Under this framework, the RGG replaces the declaration previously issued by a qualified technician.
