Minimal changes in the new Portuguese Government
Prime Minister Luís Montenegro chose to keep most of the ministers in their current roles from the previous year, ensuring continuity and stability in governance. Specifically, 13 ministers have retained their posts, according to an official press statement.
There are three new appointments in the government team, which now comprises 16 ministries instead of 17, following a reorganisation of departments and the creation of the Ministry of State Reform. These newcomers include: Gonçalo Saraiva Matias, who will serve as Minister Adjunct and lead the newly established Ministry of State Reform; Carlos Abreu Amorim, appointed as Minister of Parliamentary Affairs, previously the Secretary of State in that area; and Maria Lúcia Amaral, transitioning from Ombudsman to Minister of Internal Administration.
“This is our guiding purpose: to solve people’s problems and transform Portugal to improve everyone’s lives,” stated Prime Minister Luís Montenegro.
Secretaries of state confirmed to complete the Government
After the ministers were sworn in on Thursday, attention turned to the Secretaries of State, marking the formal start of the new political cycle for the Social Democratic Party (PSD) and Prime Minister Luís Montenegro. The nominations for Secretaries of State were submitted to the President of the Republic, who approved and officiated their swearing-in ceremony at midday on Friday, 6 June, at the Palácio Nacional da Ajuda in Lisbon.
The group of 43 Secretaries of State features several new faces and some portfolio changes, reflecting the government's refreshed priorities.
Next steps: Government programme and parliamentary vote
Following their appointments, Montenegro’s administration is preparing to present the Government Programme, scheduled for discussion on 17 and 18 June in the Assembly of the Republic. On the second day, a motion of rejection of the programme will be voted on by the PCP party, which faces opposition from both the Chega and PS parties, as reported by Público.
Only after this parliamentary scrutiny will the new PSD-led government under Luís Montenegro enter into full operation.
