Buy a home for less than €38,000 in these 10 Portuguese municipalities

Access to housing is far from equal across Portugal. In Lisbon, a 100 m² home costs more than €500,000, making it the country’s most expensive municipality. In Freixo de Espada à Cinta, the cheapest municipality of all, a home of the same size costs less than €30,000. 

The latest figures from Portugal’s National Statistics Institute (INE) reveal a wide gap between house prices across the country. The ten cheapest municipalities for buying a home all have prices below €38,000.

Over the year ending in March 2026, 160,467 homes in Portugal were sold at a median price of €2,168 per m², 17.5% higher than in the previous 12-month period, according to an INE bulletin published on 17 July.

Only “55 municipalities recorded a median price above the national figure, located mainly in the sub-regions of Greater Lisbon — all nine municipalities — the Setúbal Peninsula — all nine municipalities — the Algarve — 14 of its 16 municipalities — and the Porto Metropolitan Area — nine of its 17 municipalities”, the statistics office also stated. 

All other 249 municipalities with available data recorded house prices below the national median.

Portugal’s interior contains the 10 cheapest municipalities for buying a home, spread across the districts of Bragança, Guarda, Viseu, Vila Real and Santarém.

Freixo de Espada à Cinta, in the district of Bragança, was the municipality where the country’s least expensive homes were sold, with a median price of €280 per m². In other words, a 100 m² home would have sold for around €28,000.

Second is the municipality of Sernancelhe, in the district of Viseu, with a median price of €297 per m². The top three is completed by Figueira de Castelo Rodrigo, in the district of Guarda, at €332 per m².

Across all the cheapest municipalities for buying a home, a 100 m² property would have sold for less than €38,000, INE figures show.

Portugal’s most expensive municipalities are in the Lisbon and Faro districts

At the other end of the scale are Portugal’s 10 most expensive municipalities for buying a home over the year ending in March 2026. They are located in the districts of Lisbon, Faro, Porto and Setúbal, as well as on the island of Madeira.

“The municipality of Lisbon (€5,082 per m²) recorded the highest price in the country. 

Prices above €4,000 per m² were also recorded in Cascais (€4,687 per m²), Oeiras (€4,297 per m²) and Loulé (€4,091 per m²),” the institute detailed. A 100 m² home in each of these four municipalities therefore costs more than €400,000.

The municipality of Porto takes sixth place in this ranking, with a median price of €3,510 per m². 

Outside the Lisbon and Faro districts, which dominate the list, Funchal on Madeira and Almada in the Setúbal district also appear, both with prices above €3,200 per m².
