According to the Mapping the World's Prices 2025 report, produced by the Deutsche Bank Research Institute, Luxembourg, Copenhagen and Amsterdam are the three cities with the highest quality of life in 2025. Vienna and Helsinki complete the top five, pushing Zurich and Geneva down the ranking compared to the 2019 report.

Lisbon appears in 39th place, between Madrid (16th) and Barcelona (43rd), in a ranking that assesses the quality of life across 69 cities worldwide. At the other end of the table, New York, London and Kuala Lumpur occupy the lowest positions.

The study analyses the prices of various goods and services and compares quality of life based on indicators such as purchasing power, safety, access to healthcare, climate, pollution, average commute times, and the relationship between property prices and available rental costs.

In terms of salaries, the highest-paid workers are in Geneva, Zurich and San Francisco (earning over $7,000 per month), while the lowest-paid are in Cairo, Bogotá and Rio de Janeiro (between $165 and $439).

The city with the most expensive public transport is London, where a monthly pass costs $244 (30% more than five years ago). In contrast, public transport is free in Luxembourg.

The report also reveals that the cities where it is most expensive to buy a local beer are Sydney ($4.75), Melbourne ($4.59) and Singapore ($4.27). Lisbon, meanwhile, is at the bottom of the list, with an average price of one euro.

Similarly, a three-course meal for two at a mid-range restaurant costs most in New York, Geneva and Zurich (over $145), and least in Bangalore, Jakarta and Delhi (between $18 and $20).

Why Lisbon continues to attract new residents

Lisbon’s inclusion in the top 40 cities for quality of life underlines why it continues to attract international residents and investors looking for a vibrant yet relaxed lifestyle by the sea. The city offers a unique balance of mild climate, cultural richness, and a growing tech and entrepreneurial scene, all while maintaining a relatively affordable cost of living compared to other Western European capitals.

For those considering a move, Lisbon’s property market presents opportunities to own a home in a city that combines historic neighbourhoods, riverfront living, and modern infrastructure. Whether you are looking for a renovated apartment in Alfama, a family villa in Estrela, or a contemporary flat in Parque das Nações, Lisbon offers a lifestyle that blends tradition with modernity, making it a compelling choice for those seeking a fresh start in Europe.
