While Portugal faces a housing crisis and rising property prices, local differences are striking. There are ten municipalities where a 100 m² home can be purchased for under €36,000 — a fraction of the cost in Lisbon, Porto, or Faro, where prices can be ten times higher.
In the year ending September 2025, 167,003 homes were sold nationwide at a median price of €1,991 per square metre. Most municipalities (248 in total) remain below this national median, according to data from the National Statistics Institute (INE).
The 10 cheapest municipalities
All ten of the most affordable municipalities are inland, across six districts: Bragança, Guarda, Viseu, Castelo Branco, Coimbra, and Santarém.
- Figueira de Castelo Rodrigo (Guarda): €246/m² – a 100 m² home would cost around €24,600.
- Freixo de Espada à Cinta (Bragança): €255/m².
- Sernancelhe (Viseu) and Almeida (Guarda): under €30,000 for 100 m².
- Torre de Moncorvo (Bragança): €300/m².
- Pampilhosa da Serra, Vinhais, Mação, Penalva do Castelo, and Idanha-a-Nova: 100 m² homes cost less than €36,000.
The 10 most expensive municipalities
The priciest areas are concentrated in Lisbon, Faro, Porto, and Madeira:
- Lisbon (€4,691/m²) and Cascais (€4,431/m²) top the list, with 100 m² homes exceeding €400,000.
- Oeiras (€3,996/m²) is close behind.
- Algarve: Loulé (€3,913/m²), Lagos (€3,690/m²), Aljezur, and Albufeira.
- Funchal (Madeira, €3,269/m²) and Porto (€3,113/m²) round off the top ten.
These figures highlight the dramatic contrast in property prices across Portugal, showing that while urban centres remain costly, opportunities still exist inland for affordable home ownership.
