Discover the 10 cheapest municipalities to buy a house in Portugal in 2025, with 100 m² homes under €35,000 according to INE data

House prices in Portugal are reaching record levels and continue to rise sharply. However, this trend is far from consistent across the country. In Lisbon, the most expensive municipality, homes are selling for almost 20 times more than in Sernancelhe, where the cheapest houses in Portugal were sold in 2025.

“Based on the 164,677 transactions completed in 2025, the median price of family housing in Portugal stood at €2,076 per m2. This represents an increase of 4.3% compared to the year ending in September 2025 and a rise of 16.8% compared to 2024,” according to the National Institute of Statistics (INE) in its bulletin published on Friday, 24 April.

The national median, however, masks significant regional differences in the housing market.

  • Only 56 municipalities recorded values above the national median.
  • In the vast majority - 249 municipalities - the price of houses was below the national median.
  • Higher prices in Greater Lisbon, the Algarve and the Porto Metropolitan Area are what drive the national average upwards.

10 cheapest municipalities to buy a house, with prices up to €35,000

In the other municipalities in this top 10, it is possible to buy a 100 m2 house for less than 35,000 euros, according to data from the INE (National Institute of Statistics).

The 10 cheapest municipalities to buy a house in Portugal are located in the country’s interior, where it is still possible to buy a house for under 100K. Half of these towns are in the district of Bragança, according to the INE. The remaining five are spread across the districts of Guarda, Viseu and Coimbra.

  • In 2025, the municipality where the cheapest houses were sold was Sernancelhe, in the district of Viseu, with a median price of €245 per m2.

    In practical terms, a 100 m2 house would have sold for around €24,500.

  • Second place goes to Figueira de Castelo Rodrigo, in the district of Guarda, with a median price of €263 per m2
  • Third is Freixo de Espada à Cinta, in the district of Bragança, at €271 per m2. 

These three municipalities are the only ones in the country where buying a 100 m2 house costs less than €30,000.

Lisbon tops the list of the most expensive municipalities to buy a house

The districts of Lisbon, Faro and Porto are home to the most expensive municipalities to buy a house in Portugal. 

  • Lisbon ranks first at €4,875 per m2, followed by Cascais (€4,550 per m2) and Oeiras (€4,187 per m2). 
  • These are the only municipalities in the country where a 100 m2 home costs more than €400,000.

Fourth and fifth place in this ranking go to two municipalities in the district of Faro: Loulé (€3,993 per m2) and Lagos (€3,801 per m2). The top 10 also includes three other Algarve municipalities: Aljezur, Albufeira and Vila do Bispo.

Outside Lisbon and Faro, only the municipality of Porto appears in sixth place. In Porto, the median price of homes sold in 2025 was €3,347 per m2, meaning that a 100 m2 property cost around €335,000 on average.
