Non-residents dealing with Portugal often hit the same first wall. A bank, landlord, visa process or tax form asks for a NIF before the next step can move forward. The NIF - Número de Identificação Fiscal - is the Portuguese tax identification number used in dealings with the Autoridade Tributária e Aduaneira (AT), but it is not the same as Portuguese tax residency.
Can a foreigner get a NIF online? Yes, from the applicant’s point of view the process can be completed remotely. The important limitation is that the official online request is not normally a self-service form completed by the foreign applicant. A representative who can authenticate on Portal das Finanças submits it through e-Balcão. If you are already in Portugal, you can instead apply in person by appointment, free of charge.

NIF in Portugal: the answer in 30 seconds
What it is: a unique nine-digit Portuguese taxpayer identification number.
Can non-residents get one? Yes. The AT can register the holder with a foreign address and non-resident status.
Can it be done remotely? Yes, through a representative using the official e-Balcão channel.
Government cost: The NIF request itself is free. Lawyers, representatives and online services charge for their work.
Core documents: valid ID, proof of address if the ID does not show it, and a power of attorney when someone applies for you.
What it does not do: a NIF does not by itself create tax residency, grant immigration status, open a bank account or replace a NISS.
Key numbers: 9 digits · €0 government fee · 15 days for fiscal representation or electronic notifications when the general third-country rule is triggered · 60/15 days for tax-address updates · €75-€7,500 potential fine · current application channels in force since 1 July 2025.
One person, one NIF: the AT states that each person may hold only one Portuguese NIF.
NIF, Portal das Finanças and fiscal representation: what each term means
These terms are connected, but they are not interchangeable. Keeping them separate prevents most application and compliance mistakes.
Term | What it means | What it does not mean |
|---|---|---|
NIF | The nine-digit tax identification number issued by the AT to an individual or entity. | It is not proof of Portuguese residence or immigration status. |
Portal das Finanças | The tax portal used to view records, receive notices and manage tax matters after authentication. | A NIF does not automatically include a portal password. |
Power of attorney | Authority allowing a representative to request the NIF or perform specified acts for the applicant. | It is not necessarily an open-ended appointment as fiscal representative. |
Fiscal representative | A Portugal-based tax contact who receives AT correspondence and assists with specified tax rights and duties. | It is not required in every non-resident situation. |
Tax residence | A tax status determined under Portuguese law and the person’s circumstances and registered address. | It is not created merely by obtaining a NIF. |
NISS | Portugal’s Social Security Identification Number. | It is a separate number for social security rights and obligations. |
What is a NIF used for in Portugal?
A NIF identifies a person in Portuguese tax and many everyday financial or contractual processes. The AT describes it as essential for acts involving employment, contracts, bank accounts and social security. In practice, an institution may ask for the NIF before it can register the person, issue a contract or report a transaction.
- Banking. Portuguese banks commonly request a NIF when opening an account, although the number does not replace identity, source-of-funds or other compliance checks.
- Housing and property. A NIF is used in long-term rental agreements, property purchases and the related tax records.
- Utilities and communications. Electricity, water, internet and mobile providers may request it when creating a customer contract.
- Work and self-employment. The number is used for employment, activity registration, invoicing and Portuguese tax obligations; a NISS may also be needed for social security.
- Vehicles, business and investment. It may be required when buying or registering a vehicle, incorporating or investing in a company, or recording other taxable transactions.
- Visa and relocation preparation. A NIF is often needed for Portuguese banking, accommodation or other supporting arrangements made before a visa or residence application, but it does not itself grant a visa.
Not every shop or short-term service requires a NIF. The practical test is whether the transaction creates a Portuguese contract, account, asset, income stream or tax record. The AT’s overview of the nine-digit NIF lists common everyday uses.
Can a foreigner get a Portuguese NIF online?
Yes. A foreign resident can complete the process without travelling to Portugal when a representative submits the request through Portal das Finanças. Under the official channels in force since 1 July 2025, NIF requests for people without a Portuguese Citizen Card are handled through Portal das Finanças/e-Balcão or in person with a mandatory advance appointment.
The word online describes the applicant’s experience, not a separate type of NIF. A private provider does not issue the number and does not create a private alternative to the tax system. It verifies the file, obtains authority to act and submits through the official channel; the AT remains the issuing authority.
This distinction matters because a person who does not yet have a NIF and Portal das Finanças credentials cannot normally log in and submit their own first NIF request. The authenticated representative is the bridge to the online channel.
For non-residents who cannot visit a tax office in Portugal, e-residence.com offers a cheap and faster alternative to arranging the process independently from abroad. Plans start at €79, and the service combines document checks, power of attorney preparation, official submission and support in one remote process. Applicants who need a quicker turnaround can choose the Priority or Urgent option, while the Portuguese Tax Authority remains responsible for reviewing the request and issuing the NIF.

Which way of getting a NIF is best?
Choose the route based on where you are, whether you already have a trusted representative and how much certainty you need around document review and timing.
Route | Best for | Applicant travels? | Cost | Main trade-off |
|---|---|---|---|---|
Apply in person | Someone already in Portugal who can attend a Serviço de Finanças or Loja do Cidadão. | Yes | The government request is free. | An advance appointment and the correct documents are mandatory; local availability varies. |
Use your own representative | Someone who already has a Portuguese lawyer, solicitor or other authorised person. | No | The government request is free; the representative may charge. | You must arrange a compliant mandate and clarify whether ongoing fiscal representation is included. |
Use a private online NIF service | Someone abroad who wants document checks, a prepared power of attorney, submission and status support in one process. | No | Service fee plus any selected add-ons. | It costs more than applying yourself and the AT still controls the final decision and processing. |
Use a Portuguese consular post, where available | Someone abroad whose local Portuguese post accepts or initiates NIF requests. | Usually a consular visit | A consular fee may apply. | Availability, appointment rules, forms and fiscal-representation requirements vary by post. |
Can I get a NIF from a Portuguese consulate?
Sometimes. Consular NIF services are not identical worldwide, so check the Portuguese post responsible for your area before relying on this route. The Consulate General in Newark says it can initiate a NIF request, recognise the applicant’s signature and forward the documents to the AT; its process requires a Portugal-based fiscal representative and a consular fee. The Portuguese Consular Section in Singapore also accepts in-person requests by appointment and forwards them to the AT. Other posts may offer a different service or no NIF application channel.
What documents do non-residents need for a NIF?
For a non-resident, the baseline file is a valid civil identity document or passport, plus evidence of the foreign address if the address is not shown on the identity document. When someone else applies, the file also needs the representative’s identification and a power of attorney with the necessary authority. The AT’s NIF application FAQ for foreign nationals sets out the online channel and document rules.
- Valid passport or national identity document. Use an unexpired, legible document.
- Proof of address abroad. Required when the foreign address is not shown on the identity document; the exact acceptable format can depend on the route and AT review.
- Power of attorney. Required when a representative submits for the applicant. The signature must be formally recognised, except when the power is granted to a lawyer or solicitor who is identified in that professional capacity.
- Representative’s documents. The representative must identify themselves and have the credentials needed to use the official channel. Where the application is made by a mandatary, the AT FAQ calls for the original or an authenticated copy of the applicant’s identity document; the representative submits digitised documents through e-Balcão, and the AT may conduct later checks.
- Additional status evidence when relevant. A resident application requires residence-status documents. When a third-country national applies personally, the passport must show an entry visa unless it contains a visa for another EU country or the applicant is from a country exempt from a Schengen entry visa.
- For a child without a passport. A document proving birth is required.
Do not use a temporary Portuguese address merely because you plan to move. If the applicant is still non-resident, the AT’s process is designed to register a foreign address and non-resident status. Submitting the wrong address can create a record that later has to be corrected.
For its assisted online route, e-residence.com asks applicants to upload identity and address documents and sign a power of attorney. A provider may request a clearer scan or additional evidence if the file does not satisfy the route or the AT asks for more information.
How the remote NIF application works step by step
- Confirm the correct status. Apply as a non-resident if the applicant is still resident abroad; do not treat a future move as a current Portuguese tax address.
- Prepare the identity and address evidence. Names, dates and addresses should be readable and consistent across the file.
- Sign a limited power of attorney. It should give the representative the authority needed for the NIF request and any other clearly stated service.
- Complete identity and document checks. A professional service reviews the file before submission and asks for corrections if necessary.
- The representative submits through e-Balcão. They authenticate on Portal das Finanças and send the request using the AT’s official process.
- The AT reviews and assigns the NIF. The authority may accept the file, request further evidence or return it for correction.
- Receive and check the NIF confirmation. Confirm the spelling of the name, the foreign address and non-resident status before using the document.

A provider’s submission deadline and the AT’s issuance time are different measurements. A service can control how quickly it checks and submits a complete file; it cannot remove the AT’s authority to review documents. This is why any delivery promise should be read together with document requirements, cut-off times and the provider’s guarantee terms.
How long does it take to get a NIF online?
There is no single statutory or official processing time for every NIF file. Timing depends on document completeness, when the representative submits and whether the AT requests clarification. e-residence.com says it reviews and submits complete files within 24 business hours and that confirmation is typically issued in 3-5 business days, while also stating that AT workload and document quality can change the timing. The guaranteed delivery date shown at checkout should therefore be checked on the day of purchase together with the guarantee conditions.
How much does a Portuguese NIF cost?
The Portuguese government does not charge for assigning an individual NIF. The official foreign-citizen guide lists the NIF request as free. A paid online price covers private document review, power-of-attorney handling, representation, submission and support - not the number itself.

Price and renewal note: These are private-service prices observed on 15 July 2026 and may change. Check current NIF plans, prices and delivery dates on e-residence.com before paying. The e-residence.com terms state that its NIF service includes 12 months of fiscal representation and that this representation automatically renews at €99 per year unless the client cancels after becoming a Portuguese tax resident or appointing another representative. If you apply in person or arrange your own representative, the AT still charges €0 for the NIF request itself.
Do I need a fiscal representative to get a NIF?
Not in every case. For the official online application, the AT requires a legal representative to submit through e-Balcão and expressly describes that person as distinct from a fiscal representative. Appointment of an ongoing fiscal representative depends on the holder’s residence, Portuguese tax relationship and notification arrangements. A consular post or private service may nevertheless require or include fiscal representation as part of its own route or package.
Situation | General AT rule |
|---|---|
Resident in an EU country, Norway, Iceland or Liechtenstein | Appointment of a fiscal representative and electronic-notification enrolment are optional. |
Resident elsewhere, with no Portuguese legal tax relationship | The AT states that a representative or electronic-notification enrolment is not mandatory merely because the person has a NIF. |
Resident elsewhere, with a Portuguese legal tax relationship | The person must generally appoint a fiscal representative in Portugal or join an accepted electronic-notification system. |
Non-resident carrying on self-employed activity subject to Portuguese VAT | A Portugal-resident VAT taxpayer must be appointed as representative; electronic notifications do not replace this requirement. |
The AT gives property ownership, ownership of a Portugal-registered vehicle, employment in Portugal and self-employed activity in Portugal as examples of a legal tax relationship. Its fiscal-representation FAQ states a general 15-day deadline after communicating a foreign address or after the tax relationship begins, if later. For self-employed activity, the required appointment must be completed before the activity starts. When representation is mandatory and no permitted electronic alternative has been activated, failure to appoint can lead to a fine of €75 to €7,500.
Any individual or legal entity resident in Portugal can generally be appointed as fiscal representative; this is not a role that must always be purchased from a specialist provider. The exception for a non-resident carrying on Portuguese self-employed activity subject to VAT is stricter: the representative must be a Portugal-resident VAT taxpayer. As a rule, the fiscal representative is not liable for the non-resident’s tax payments, but may be jointly liable for VAT in that self-employment situation.
The legal framework referenced by gov.pt includes Decree-Law No. 14/2013, Article 19 of the General Tax Law and Article 124 of the General Regime for Tax Offences. The latter underpins the €75-€7,500 penalty described by the official service.
e-residence.com renewal disclosure
The company’s published terms state that the NIF service includes one year of fiscal representation and automatically renews at €99 per year unless cancelled after the client becomes a Portuguese tax resident or appoints another representative. Applicants should review the current terms, cancellation procedure and payment method before ordering.
Does a NIF make you tax resident in Portugal?
No. Obtaining a NIF does not by itself make a person Portuguese tax resident. A foreign applicant can be entered in the AT register with a foreign address and non-resident status. Tax residence is determined under Portuguese law from the person’s actual circumstances, and the tax record must be updated when those circumstances and status change.
The NIF also does not guarantee a bank account, visa, residence permit, tenancy or property purchase. It supplies the tax identifier those separate processes may require; each institution or authority applies its own eligibility and compliance checks.
What should you do after the NIF is issued?
- Check the confirmation. Verify the name, identification details, foreign address and non-resident status. Ask for a correction immediately if anything is wrong.
- Keep a secure digital copy. The NIF will be used across banking, contracts, property, employment and tax matters; avoid sending identity documents through insecure channels.
- Request Portal das Finanças access. The NIF and the portal password are separate. Official migrant guidance says that, after assignment, the holder should request the access password through the portal’s “Registar-se” option.
- Review fiscal-representation obligations. The answer may change when the holder buys property, starts work, begins self-employment or activates electronic notifications.
- Update the tax address and status after moving. For people without a Portuguese Citizen Card, the AT gives 60 days when the address change also changes resident/non-resident status, and 15 days for other address changes.
The official address-change FAQ explains the deadlines and supporting evidence. A remote NIF obtained before relocation is therefore the first administrative step, not the last update the holder will ever need to make.
Common NIF mistakes that cause delays or later problems
- Treating ‘online’ as direct self-service. For a first foreign NIF request, the online route normally works through an authenticated representative.
- Registering a Portuguese address too early. A future plan to move does not make the applicant currently resident; non-residents should provide their genuine foreign address.
- Confusing the application mandate with ongoing fiscal representation. Ask what is appointed, for how long and whether renewal costs apply. For e-residence.com, the published terms state that one year is included and renewal is automatic at €99 per year unless cancelled under the stated conditions.
- Assuming Portal das Finanças access is included. The portal password is a separate post-issuance step and is shown as an optional add-on in the e-residence.com checkout reviewed for this guide.
- Comparing providers by headline price only. Compare document review, submission deadline, delivery commitment, password support, physical delivery, fiscal representation, renewals and refund terms.
- Believing the NIF approves the next transaction. A NIF identifies the person for tax purposes; banks, landlords, visa authorities and other parties still conduct their own checks.
- Failing to update the record after moving. An outdated address can send notices to the wrong place and leave the tax status inconsistent with the holder’s circumstances.
Frequently asked questions about getting a NIF in Portugal
Can I get a Portuguese NIF before moving to Portugal?
Yes. A foreign resident can receive a NIF with a foreign address and non-resident status. This is common when the number is needed before a bank, property, rental, work or visa-related step. The holder should update the AT record if they later become resident in Portugal.
Can I get a second NIF?
No. The AT states that each person may hold only one Portuguese NIF. If a NIF has already been assigned, the correct next step is to recover or update the existing record rather than apply for another number.
Can I apply for my first NIF directly on Portal das Finanças?
Normally not as an unauthenticated foreign applicant. The official online route is submitted through e-Balcão by a representative who can authenticate. The applicant can complete the commercial service remotely, but the representative performs the official submission.
Can I get a NIF for free?
Yes. The AT does not charge for the individual NIF request, whether it is handled at the counter or submitted through the representative channel. A lawyer, fiscal representative or private online service may charge for document work, the mandate, submission and support.
Do I need a Portuguese address to obtain a NIF?
No, not when applying as a non-resident. The applicant should provide their real foreign address and evidence of it if the identity document does not display the address. A Portuguese address becomes relevant when the person actually establishes residence and updates their tax record.
How long does an online NIF take?
There is no single official processing time that applies to every file. Timing depends on document completeness, representative submission and AT workload or follow-up. The e-residence.com checkout displays a guaranteed delivery date for each Essential, Priority or Urgent plan; check the live date and guarantee terms before purchase.
Is a fiscal representative included with every NIF service?
Do not assume so. A package may cover only the power to submit the NIF request, may include fiscal representation for a defined period, or may price ongoing representation separately. e-residence.com’s published terms state that its NIF service includes 12 months of fiscal representation and automatically renews at €99 per year unless cancelled after the client becomes a Portuguese tax resident or appoints another representative.
Is the Portal das Finanças password part of the NIF?
No. The NIF is the identifier; the password is a separate credential used to access the tax portal. The pricing reviewed for this article showed the password request as an optional €20 add-on, so applicants should not assume it is included in the base plan.
Is a NIF the same as a NISS?
No. The NIF is the tax identification number issued for dealings with the AT. The NISS is the Social Security Identification Number used for social security rights and obligations. One does not replace the other.

Where a remote NIF service fits
For non-residents who are not yet in Portugal, the bottleneck is usually practical: you may need a NIF for banking, contracts, visa preparation or Portal das Finanças access, but you may not be able to visit a Serviço de Finanças yourself. Remote NIF services, including e-residence.com, can request the NIF on your behalf through a power of attorney, helping you complete the first step without travelling only for that appointment.
At the time checked, e-residence.com offered Essential, Priority and Urgent online NIF plans from €79, with the exact guaranteed delivery date shown at checkout. The private service fee pays for the assisted process; the Portuguese government’s NIF assignment itself remains free.
e-residence.com is a private service operated by e-residence.com OÜ. It is not connected to the Portuguese government, Autoridade Tributária e Aduaneira, Portal das Finanças or Estonia’s government e-Residency programme.
