According to data from Portugal’s National Statistics Institute (INE) for the last quarter of 2024, foreign nationals actually purchased fewer properties compared to previous periods.

At first glance, this might seem like a sign of declining interest in investing in Portuguese property. However, the reality is more nuanced: while the number of transactions has decreased, the average value of those purchases has gone up.

In other words, fewer homes are being bought by foreign buyers — but at significantly higher prices. In fact, the average value of homes purchased by non-residents was nearly double that of homes bought by Portuguese buyers, reaching €212,099.
